An agency delivers a site and closes the file. What stays registered to the business
Once the balance is paid the source code belongs to the business, with the domain registered to it: the domain record carries the client's name. Anyone deciding to leave takes the code, the database and the backups, and asks nobody's permission.
Regulation 2016/679 requires knowing: the name of the machine, the city of the datacentre, the list of keys that get into it.
The database, the backups and the logs sit on the client's European machine. IP addresses arrive truncated in the site's statistics. The technical defence logs keep the address in full, on the machine that received it and only there, and they are deleted after seven days. The full address also stays on the proof of consent of whoever submits a form, which is the line that proves that consent.

The commission is a clause, not a law
On a €30 order, a platform keeps around 9. It is a clause written by a company and accepted by someone who had no technical alternative within reach. A site that takes the order itself is that alternative.

Whoever bought asks for erasure from their own account, and their data leaves the archive without going through a support desk.
